Right-hander is rejoining the Angels organization. After being released earlier this week by the Pirates—who had signed him to a minor league deal—He quickly inked a new minor league contract with the Halos, according to the MiLB.com transactions log.

The Icon Sports client previously pitched for the Angels during the 2023 and 2024 seasons, splitting time between Triple-A Salt Lake and the big league club in Anaheim.

Once a first-round pick and top prospect, He never quite found his stride with the White Sox, the team that drafted him, or during later stints with the Tigers, Orioles, and Reds. However, he performed reasonably well with the Angels, compiling a 4.00 ERA over 96 2/3 innings from 2023 to 2024, along with a 20.8% strikeout rate and a 10.5% walk rate.

Most of that workload came last year, when he threw a career-high 86 2/3 innings over 29 relief appearances and eight starts for manager Ron Washington.

In 2025, He had been pitching for the Pirates’ Triple-A affiliate in Indianapolis, posting a 4.64 ERA across 42 2/3 innings. After struggling as a starter—allowing 17 runs in 28 2/3 innings—he transitioned to the bullpen in early May, where he’s found more success.

Since the move, he’s logged 14 innings with a 3.21 ERA and a 12-to-5 strikeout-to-walk ratio, pitching at least two innings in six of his seven relief outings.

The Angels have been aggressively adding pitching depth this season in an attempt to stabilize a struggling staff, but results have been poor. Their rotation ranks 22nd in ERA (4.33) and near the bottom of the league in other key metrics like FIP (28th), strikeout rate (29th), walk rate (29th), and SIERA (30th).

The bullpen has fared even worse, sitting 28th in ERA (5.75) and ranking among the league’s worst in walk rate. Fulmer joins a growing list of veteran pitchers signed to minor league deals this year, including Hector Neris, Hunter Strickland, Buck Farmer, Andrew Vasquez, and Sammy Peralta.
